MINUTES

Meeting: 11 December 2003

Call to Order: The meeting was called to order at 7.00 p.m.

Roll Call: Jim Ingham, Bill Schmiett, Sarah Hart, Lorene Puccetti, Chief Gill and AC Sharon Villanueva. Don Leach absent.

Introduction of Guests: Michael Spadoni

Public Comments: Michael Spadoni would like to participate in the districts' personnel committee as a private citizen.

Oath of Office: Karen Varnie from Calaveras County Elections Office swore in Sarah Hart, Bill Schmiett and Lorene Puccetti.

Nomination and Election of New Board Officers: Director Ingham made a motion to nominate Director Hart as President of the Board. Director Schmiett seconded. (3-1-1)

Director Ingham made a motion to nominate Director Schmiett as Vice-President of the Board. Director Puccetti seconded. (4-0-1)

Director Ingham made a motion to nominate Director Puccetti as Secretary of the Board. Director Schmiett seconded. (4-0-1)

Director Ingham made a motion to approve the November 13, 2003 minutes. Director Schmiett seconded. (4-0-1)

New Business:

A. Director Schmiett made a motion to approve Resolution 2003-10: Resolution Honoring Michael Spadoni on his retirement from the District Board of Directors. Director Ingham seconded. (4-0-1)

B. Director Puccetti made a motion to approve Resolution 2003-11: Resolution establishing signatories on the District petty cash checking account and payroll checking account. Director Ingham seconded. (4-0-1)

C. Vehicle Maintenance: Director Ingham made a motion to approve declaring the districts' 1984 Chevy pick-up, Repair 121, as surplus property. Director Puccetti seconded. (4-0-1)

D. FEMA Grant. Discussion only. No action taken.

Old Business:

A. Workers' Compensation Update. The Districts' Workers' Compensation Insurance will remain with the county until June 30, 2004.

B. Sale of Prussian Hill property. Tabled until the January meeting

Director Hart: None

Director Ingham: The district needs to refund $20.00 to Mr. Zellers for parcel tax that was collected in error on APN 014-004-066-000.

Director Schmiett: None

Committee Reports:

A. Personnel Committee: New committee members: Director Leach, Director Puccetti, Chief Gill and Michael Spadoni.

B. Capital Equipment and Finance Committee: New committee members: Director Ingham, Director Hart and Chief Gill.

C. Public Relations Committee: New committee members: Director Schmiett, Director Ingham and Chief Gill.

Financial:

A. Director Ingham made a motion to accept the 11 December 2003 transmittal. Director Schmiett seconded. (4-0-1)

Adjournment of regular session to closed session at 07:34 p.m. (4-0-1)
