MINUTES

Meeting:                                                7 November 2001

 

Call to Order:                        The meeting was called to order at 6:34 p.m.

 

Roll Call:                                Mike Spadoni, Jim Ingham, Don Leach, Allen Sender, Interim Fire Chief Phil Soria and AC                                                                 Sharon Villanueva.  Absent Sarah Hart.

 

Introduction of Guests:       Firefighter Brandon Wilson and Firefighter Mark Gonzalez.

 

Public Comments:               None     

 

Director Ingham made a motion to approve adding agenda item C. Parcel Fee for Mr. and Mrs. Beckham.  Director Leach seconded.  (4-0-1)

Director Leach made a motion to approve adding agenda items B. Chiefs Contract and C. Vacation and CTO Cash In under closed session.  Director Sender seconded.  (4-0-1)

 

Director Ingham made a motion to approve the minutes of the 11 October 2001 regular meeting of the board.  Director Leach seconded.  (4-0-1)

 

New Business:     

                A.  Purchase of SCBA: The board unanimously voted against: 1.  Waiting until the Sheep Ranch Tax Money is credited to the district: 2.  The new chief comes in, and: 3.   More research into “piggy-backing” with another district is done.

Director Ingham made a motion to proceed with the purchase of SCBA equipment using the four year lease option providing that the district use the Sheep Ranch Tax Money to accelerate the purchase.  Director Leach seconded.  (4-0-1)          

                B.  Christmas Party: Director Sender motioned to approve the Christmas Party on the 14th of December with Director Ingham as Christmas Party Committee Chairman.  Director Leach seconded.  (4-0-1)

                C.  Parcel Fee for Mr. and Mrs. Beckham: Tabled until the December meeting so Director Ingham can research.

 

Old Business:        

                A.  2000-01 Audit: Director Ingham made a motion to approve the 2000-01 Audit as written.  Director Leach seconded.  (4-0-1)

                B.  Policies and Procedures Manual Section Number 1310.13: The board will leave it as written.

                C. Appointment of two District Board Members: Discussion.

                Public Relations Committee: No information at this time.

Financial: 

                A.            Director Ingham made a motion to accept the 7 November 2001 transmittal.  Director Leach seconded.  (4-0-1)

 

Fire Chiefs Report-see attachment

 

Correspondence:  Director Leach made a motion to forward a letter to Paul Stein from the district informing him about what little progress has been made by the county to finalize the Sheep Ranch Contract and the LAFCO closure of the Freccero Road election for the special tax.  Director Ingham seconded.  (4-0-1)

 

Adjournment:  Director Ingham motioned to adjourn to closed session at 7:48 p.m.  Director Leach seconded.  (4-0-1)

Reconvene to Regular Session at 8:25 p.m.

Report of Actions Taken: 

A.      Policy and Procedure Manual Section 1320 tabled until December meeting.

B.       The employee contract was signed and forwarded to Fire Chief Gill.

 

Adjournment of regular session Director Ingham made a motion to close the regular meeting at 8:30 p.m.  Director Sender seconded.  (4-0-1)
