MINUTES

Meeting: 10 July 2003

Call to Order: The meeting was called to order at 6:33 p.m.

Roll Call: Jim Ingham, Don Leach, Michael Spadoni, Bill Schmiett, Chief Gill and AC Sharon Villanueva. Sarah Hart absent.

Introduction of Guests: Steve Wilensky

Public Comments: Director Spadoni moved to approve addressing item C. New Business: Blue Mountain Lookout tower volunteers under public comments. Director Ingham seconded. (4-0-1)

Steve Wilensky addressed the board about the need to open Blue Mountain Lookout Tower for early fire detection in the district. In order to keep it open during fire season it will have to be manned some of the time by volunteers. Director Spadoni moved to approve the districts support of coordinating volunteers with Steve Wilensky for the Blue Mountain Lookout tower. Director Schmiett seconded. (4-0-1)

Director Ingham made a motion to approve the June 12, 2003 minutes. Director Schmiett seconded. (4-0-1)

New Business:

A. Director Spadoni moved to approve selling Utility 124 for the highest bid. Director Ingham seconded. (4-0-1)

B. Ban on Sale of Fireworks in the District. Director Schmiett and Chief Gill will compose a resolution to the Board of Supervisors from the district in support of a countywide ban on fireworks. Tabled until the August meeting.

Old Business:

A. Director Spadoni moved to approve Resolution 2003-03: Revise Manual of Policies and Procedures: Add employee category Fire Engineer/Supervisor. Director Ingham seconded. (4-0-1)

B. Sale of Prussian Hill property. Because the property has set backs and easements, it is not possible to build on it. The next-door neighbor has been contacted about purchasing the property but he has not made an offer yet. Tabled until the August meeting.

C. Director Ingham made a motion to approve acquiring Workers Compensation Insurance through Fire Districts Association of California-Fire Association Self Insurance System. Director Schmiett seconded. (4-0-1)

Director Schmiett: The district needs a hose rack for drying hose and the district did a good job at the Mountain Fire.

Committee Reports:

A. Personnel Committee: No meeting this month.

B. Capital Equipment and Finance Committee: No meeting this month.

C. Public Relations Committee: No meeting this month.

Financial:

A. Director Ingham made a motion to accept the 12 June 2003 transmittal. Director Spadoni seconded. (4-0-1)

Fire Chiefs Report: See attachment *CalPers-amend contract to buy back military service credit will be an agenda item next month.

Director Ingham moved to adjourn regular meeting to closed session at 08:02 p.m. Director Spadoni seconded. (4-0-1)

Director Ingham moved to adjourn closed session and open regular meeting at 08:03 p.m. Director Spadoni seconded. (4-0-1)

Report if Action Taken: Director Ingham moved to approve a 3% wage increase for employees of the district effective 1 July 2003. Director Spadoni seconded. (4-0-1)
